10:30-12:00 Panel Discussion: Cambodia Economic Outlook
Cambodia's economy is estimated to continue to grow in 2011. This panel will discuss Cambodia's economic outlook for the next five years focusing on areas for growth and comparing how Cambodia is performing versus other ASEAN countries. The panel comprising senior government officials, academics, international development agency representatives and business experts will also elaborate on assistance priorities in the same period and comment on how these are expected to affect the business environment in the country in the coming years.

14:00-15:15 Panel Discussion: Doing Business in Cambodia.
Cambodia has evolved in the last decade as a new country of choice for businesses in Asia. Each year, more success business stories are coming out of Cambodia and the country is competitively attracting investment from other Asian countries. This business panel will share their specific experiences in starting up business in Cambodia, discuss the challenges they have experienced as well as the opportunities they see for the future. In particular, the panel will elaborate on the key elements that prompted their decisions to choose to do business in Cambodia.

  • Law, Tax and Governance
    The legal and regulatory framework in Cambodia is still a work-in-progress. Panelists will discuss law, tax, and governance issues facing foreign companies in Cambodia, debate the pitfalls, explain government implementation of the new anti-corruption law and how businesses deal with selective enforcement.
  • HR and Labor Issues
    This panel will present the state of affairs of skills availability, elaborate on measures being taken to mitigate risks and address human resource and compliance issues faced by companies operating in Cambodia. Presenters will also comment on opportunities in education and training as determinants of sustainable improvement of the business environment.
  • Transportation, Logistics and the Export Process
    Panelists will discuss improvements in transportation and export facilitation in the last five years, elaborate on the impact of cross-border trading and identify opportunities to further develop Cambodia's competitiveness in these areas.

  • Manufacturing
    This panel will discuss challenges in capacity building, in applying standards of best practice in quality control and in complying with international health and safety regulations. Panelists will identify medium and long term trends in the manufacturing industry in Cambodia.
  • Banking, Financial Services and Capital Markets
    Banking without Finance: excess liquidity — with so many apparent opportunities, why are lenders having difficulty? Panelists will discuss the current state of financing in Cambodia and comment on how current trends and known future developments will affect the business environment. The panel will elaborate on the indications of strong returns on frontier funds and investments and deliberate what needs to be done to increase investor confidence.
  • Energy, Mineral Resources and Infrastructure
    Panelists will elaborate on the developments in energy, infrastructure and real estate in the last five years and give their prognosis of how current revised legislation and known expansion plans affecting these sectors will impact on the business environment in the next five years.

  • Agribusiness
    Panelists will discuss the opportunities and challenges in the agri-business sector in Cambodia; focusing on the efforts to increase agricultural output, as well as the developments in vertical integration in food production and distribution; citing successful entries into this sector in the last five years.
  • Tourism
    The number of tourists that visit Cambodia has increased significantly every year — from 118,000 in 1993 to 2.5 Million in 2011. This panel will discuss how proponents in Cambodia's tourism industry can sustain this growth trend in balance with environmental responsibility. The panel will comment on opportunities to diversify activity to other parts of the country; identifying challenges that face one of Cambodia's major revenue earners and how key players are managing change.
  • Real Estate and Economic Land Concessions
    Real estate is a dynamic sector in Cambodia and, even more so, after recent changes in legislation specific to this sector. Panelists will discuss the five year forecast for the real estate industry in Cambodia and elaborate on economic land concessions as a means to disperse economic development.
